Search on for Oklahoma trooper’s killer

An Oklahoma Highway Patrol trooper was shot and killed Friday morning after pulling over a car in Cotton County just north of the Texas border and authorities were searching for a suspect, the Oklahoma State Bureau of Investigation said.

The trooper had informed his dispatcher about 7 a.m. that he was pulling over a suspicious vehicle on the north side of Devol, about five miles north of the Texas state line, OSBI spokeswoman Jessica Brown said.

The Highway Patrol then lost radio contact with the trooper. A Cotton County sheriff’s deputy and another trooper went to investigate and found the body alongside a rural county road about a mile from U.S. Highway 70.

Highway Patrol spokesman Chris West identified the slain trooper as Nikky Green, 35. Green graduated from the OHP academy six years ago. He was on patrol without a partner, as is typical.

Gov. Brad Henry ordered that state flags be flown at half staff.

“Trooper Green was a hero, not simply because he made the ultimate sacrifice to protect his fellow Oklahomans, but because he was a consummate law enforcement professional and public servant who dedicated his life to helping others,” Henry said. “I can assure you that the person responsible for Trooper Green’s death will feel the full weight of the law.”

West described the suspect in the shooting as being in his mid-20s to early-30s, 5-foot-11 to 6-foot-3, 210 pounds to 230 pounds, short dark hair and wearing glasses, a black leather, waist-length jacket and camouflage pants.

He was believed to be driving a small, white four-door car, similar to a Nissan or a Toyota. The license plate of the car apparently was obscured.

A major search was under way.

“We’ve got increased law enforcement presence here,” West said. “We’ve got deputies from other counties and troopers here from Texas. We’re definitely looking for this vehicle.”

The Texas Department of Public Safety was monitoring traffic on the Red River bridges on Interstate 44 and U.S. 70.

“They’re checking folks out and seeing if there’s somebody who may know something,” said Texas DPS spokeswoman Tela Mange.

Brown said at least some of the suspect and vehicle information is believed to have come from Green’s in-car camera.

“We consider the suspect armed and very dangerous,” Brown said. “He has no qualms about shooting anyone else. He’s got to know law enforcement is after him at this point.”

At least 30 other Oklahoma Highway Patrol troopers have died in the line of duty since 1941.

The last trooper to die in the line of duty was Chris Van Krevelen who was killed on Thanksgiving Day 2002 in an automobile accident while responding to a report of a train-car accident in Enid.

Trooper David W. “Rocky” Eales was the last trooper to be shot and killed. Eales was shot during a drug raid on Sept. 24, 1999, in Sequoyah County. Kenneth Eugene Barrett is charged with first-degree murder in that killing.

Taylor death keeps ever-present spotlight on Miami

In other years, a weekend such as this in college football belonged to the University of Miami. With their swagger, their speed and their stunning array of talent, the Hurricanes not only ruled the game, they were the game. Four times in nine seasons from 1983-91, Miami won a national title. Ten years later, the Hurricanes won another. Five titles in 19 seasons, after none in the previous 113 seasons college football was played. Love them or hate them, you had to hand it to them. They came out of nowhere to not only take over the game, but to mold it in their fiery image.

In college football’s final stellar weekend of 2007, the Hurricanes are nowhere to be found, having suffered through a 5-7 season, their worst in 30 years. Yet they are everywhere: in Oklahoma’s swiftness, in West Virginia’s confidence, in Southern Cal’s ferocity.

“I see reminders of Miami all the time when I watch the college game because everybody wants to emulate Miami’s speed in particular,” said Alonzo Highsmith, the former Hurricanes and NFL running back who now is a college scout for Green Bay. “Miami changed the culture of college football between 1983 and 2000. It became a lot more brash, a lot more about talking and finger-pointing. Eventually, it got out of hand, but at the time, we were trying to make a statement about our program because nobody thought much of Miami. We wanted to show the Oklahomas and Notre Dames that we were not afraid, that we were not going to back down.”

The Hurricanes became so successful in this effort that it’s hard not to picture Miami when you think of today’s rough-edged, ego-charged college game. It’s also hard not to think of Miami when you hear about something bad happening to yet another football player, because the Hurricanes have seen more than their share of tragedy.

Sean Taylor, who was killed this week, shot in his bedroom in his suburban Miami home, was a Hurricane, a member of the school’s last national championship team in 2001.

Sutton remains a horse-drawn carriage at the heart of San Francisco

SAN FRANCISCO - Eddie Sutton’s University of San Francisco Dons 24 Rang-Saint Mary’s a race for their money earlier in the second half of Saturday night, putting the game in many of the concepts she had learned during two weeks almost four-A-Day practices of its report coach.

Even as the share has fallen Offense USF and decentralized in a number of trains more typical for a club has played together for a month, in a sense, the Dons. Your defense improved rapidly deteriorated as good.

Sutton inserted players of the Bank to try to reverse the momentum, but the Gaels’ 30-8 shot a course of four points in a blow. At the end of the fifth winningest coach in the history department, I could more nothing do with his chin on his hand as a USF 79-57 trouncing absorbed.

Sutton, 1-6, since the ages of 26-Dec replace Jessie Evans, receives another 800 killed in his Monday night victory at home against Santa Clara. It would be a club: Bob Knight (901), Dean Smith (879), Adolph Rupp (876) and Jim Phelan (830).

PICTURE: Sutton mandate USF

But it is clear to the coaching legend and reached 800 are not free.

“We have here a month, and it is like in practice, from mid-October, as usual,” said Sutton, it was stressed that the fundamental data Dons (5-14, 1 — 3 West Coast Conference). “This is the way it was, but I am always optimistic, it is always better.”

Sutton, 71, gecoacht took last place in the State of Oklahoma for the 2005-06 season. He was forced to resign on 798 after two victories car accident in which he was cited for DUI, he pleaded for an assessment No offence aggravated driving drunk. Sutton, tried twice treatment of alcoholism, he says, ’s participation in board meetings in San Francisco.

He made some victims personally, Donations, 4-8, when he arrived and do not figure much noise in a conference dominated by Gonzaga and Saint Mary’s. He moved in a hotel in San Francisco, in Oklahoma hinterlassend Patsy his wife, three adult son and nine grandchildren, and two projects fundraising, he believes instead.

“We are what these boys have learned teaching at the high school,” said Sutton. “But I am a good time, because I like to see the children. So, what I missed about coaching is the hour of exercise, watch the children grow and mature. ”

Sutton has operated a long winter break for students to the implementation of its system of work at his players’ conditioning and stress, plays hard man to man defense, where he saw improvements. Offense, better structured than in Evans, took over around.

“It is demanding in real terms, as all major bus, with point guard Junior point guard Manny Quezada said.” It looks to me as a perfect car outside, and I am only adaptation to nature as the coach. It is certainly the best player for me. “

Taylor believes that death always present, the emphasis in Miami

In other years, a weekend, as was the College Football belonged to the University of Miami. With his swagger, their speed and their impressive talents, hurricanes, not only decided on Thursday, they were the party. Four times in nine seasons of 1983-91, Miami won a national title. Ten years later, won the hurricanes. Five titles in 19 seasons, after the absence in the previous season, 113 College football was played. To love or hate, they will have had their hands on them. They came from nowhere to take, not only on the game, but the mold in his fiery image.

The College Football’s last weekend, the stellar 2007, hurricanes are nowhere, having suffered a season 5-7, its worst in 30 years. But they are everywhere: in Oklahoma’s speed, in the west of Virginia’s confidence in south-Cal’s savagery.

“I see the memories of Miami out all the time, if I college game, because everyone wants to emulate Miami speed, in particular,” said Alonzo Highsmith, former NFL hurricanes and running back, is now a college Scout Green Bay. “Miami changed the culture of the university football between 1983 and 2000. It was much more Brash much talk about the device and pointing the finger. One day, very much in the past rowing, but we were then try to make a statement about our program because nobody thought much of Miami. We wanted to show that Oklahoma and Notre Dames, that we should not be afraid that we do not give it. ”

The hurricane was so successful that effort, it is difficult not the image of Miami, where it is now rough edges, I charge College Thursday. It is also difficult not to think, Miami, when you hear about something bad happens to another football player, because hurricanes have seen more than their share of tragedy.

Sean Taylor, was killed this week, killed in his bedroom in his house in a suburb of Miami, was a hurricane, a member of the last school of the national team athletics in 2001.

Howard Berger of rapid winced when he heard the message of the death of Taylor. He is the head coach at Florida Atlantic University now, to the coast 50 km from Coral Gables. This is where it all began the winner of Miami, rapid Berger with, first, that unlikely national title in 1983.

“Oh my God,” said Berger fast for himself. While he could not help but think what someone in the context of Miami, even 23 years under the programme removed, as it is now almost always think:

“This is another one of these terrible tragedies, of violating the University of Miami’s image,” he said, “if it is justified or not.”

Many may not be in Miami to the Cup program without the tragedies, murders, car accidents. It is Ray Lewis memory guilty to a charge of obstruction of justice in cases of bites death by two men in 2000. It’s Shane curry shot in the head and killed during the year 1992. It’s Jerome Brown, killed in a car accident in less than two months after the death of curry. It is Bryan Pata killed in his apartment complex last season during his senior years.

But distillation of the Cup of real life drama and pain, even if only for a moment, it is really one of the most important developments in American sport over the past 25 years: How did Miami evolved college games.

Miami-The formula was simple: Verlocken local stars in the fertile plain of the football field of South Florida to stay home for school, play a style of game to attract the best young quarterbacks, underline the speed with which all cost, schedule, as opponents Oklahoma and Notre Dame to draw a national television audience and develop an Over-the-top courage, that shock your opponent.

Speed was everything. Fast Berger saw in him a valuable High School defensive conclusion that settled, so that it immediately in a fullback. It was an idea that paid. The company was again the third player in the NFL, the draft 1987. It was Highsmith.

Linebackers was defensive backs, linebackers has been linemen. Defensive, Offense stars, stars offensive has gone the other way. Taylor was a record recruitment takes place again in the school in the suburbs of Miami, asked whether hurricanes him to play defensively. He became an All-American College and a Pro Bowl player last year with the Redskins.

Now, of course, it is far, 24 University of Miami football late season, but the program is in the news again. Of course, it is. This is the tip of Miami football. For good or bad, it is always in messages.

Sutton acknowledges drinking alcohol before the accident

Sutton had chronic hip and back pain in recent years. In 2004, it was September be cracked tailbone in five places when he jumped into a pit to avoid, by a vehicle.

The chronic back pain, was pushing to alcohol, he said.

“The pain in the true sense of the word has been Unbearable,” he said. “Last Friday the pain was so bad that I have a lot of pain pills, but that did not seem to work, so that I otherwise the temptation and went and bought a bottle.

Cody Beats depression, lifts Oklahoma defense

The defence of Oklahoma is overloaded with giant national award-winning Linebacker Teddy Lehman (Butkus, Bednařík) lineman Tommie Harris (Lombardi) Corner Back Derrick Strait (Thorpe, Nagurski). But alongside their team was a colleague, the strength of this award is a friend.

Dan Cody has overcome clinical depression of Oklahoma’s constant supporter. He was a finalist for the price Hendricks to the nation’s top defensive End and was an All-Big 12 pick this year as a Junior.

All this seemed impossible and irrelevant two years ago, as Cody was by far the football a game of the 2001 season. A standout on the field and in classrooms in Ada, Okla., Cody had chosen the Sooners and the duke had a name as a freshman OU’s national athletics team in 2000.

But until next year, the type that his teammates call “a million dollar smile” had lost his desire to live. After starting the season against North Carolina in 2001, “said coach Bob Cody Stoops he had enough.

“It was difficult for people to understand, perhaps player or coach, and it was difficult for Dan to understand why it has not been able to do what he had done and as long,” said Stoops now . “I took the approach that it (clinical depression) was none other than the disappearance of a knee operation and that some things take time to heal and still strong.

If Cody went away, Stoops feared it would be a part of the Sooners’ program. But medicines and advice for active management Cody his depression, and a year later, he was back in Stoops’ office.

“Dan began to understand (his condition) and myself felt stronger, and he asked me if he could come back, and I said absolutely,” said Stoops. “We welcome the return, including coaches and players.”

Cody was talking openly about his personal journey, even if now - with a national championship is at stake - all he wants to focus on football.

“You’ve forgotten the nature, sometimes on things you already have,” says Cody. “It is good to be here and part of it and these guys are all here now, as were with me. They led me.”

Cody did not start during the last year, but has played in twelve games. In this season of starters, it lacked a game with injuries, but led the team with nine sacks and was second in attack for the loss of 16

“Dan Cody is not fond of staying when one click on all cylinders,” said Harris. “It’s great to see on the right, and you have a type, it will all play together.”

In Cody’s sophomore year, was his roommate defensive back Michael Thompson and strategist Jason White. Thompson was injured in a car accident offseason, Cody focused on depression and White tore a knee ligament in the middle of the season.

Thompson is back and return with the team, Cody, is an athletic and academic conference, and won the Heisman white. These refunds are never far from Cody’s thoughts.

“There have been times when I wondered if I could ever return - the opportunity to be here is incredible,” says Cody. “I’m trying as hard as I can for these guys and this program.

“I got a second chance, and I feel like I have thanks to them that every place, every time I (reading).”

Four weeks after Marisol complaint was filed, Mayor Rudolph W. Giuliani’s announcement of its own reform program of the City of Childcare Program:

After the shocking death of Elisa Izquierdo, a child under the protection of the city’s Child Welfare Administration, New York, Rudolph Giuliani, mayor of a clear break with the status quo. He separated the child care administration and human resource management established by Legislative Decree No. 26 in January 1996, a new agency, [Administration for Children’s Services (ACS) “], it would be to directly Rather than by a deputy mayor, is the case with other departments in the cabinet. At the peak of the new agency, mayors appointed as Commissioner Nicholas Scoppetta, and has promised full support financially and operationally its management. These trains had to ensure that “business as usual” in childhood services could not continue in New York City (8).

Marisol against Giuliani was finally, without a provision for judicial supervision of the Confederation. The judge will be necessary that a jury composed of national experts, the Agency verifies reform efforts for two years. (9) If, within this period, the ACS good faith efforts to reform its methods of work, the appeal has not yet entered into force. (10)

The case raises a larger question. If a State interest in exercising the discretion of officers, on behalf Weigh the objectives of the law in a court is determined, if Services Agency, a person has violated the constitutional rights? (11) Under what circumstances should authorize the federal courts, public administrators in managing their own news agencies? What should be the state and local government response to their performance so as to justify this judicial reluctance?

We argued that federal courts should refuse to hear the institutional reform, not only those cases, if the Federal Tribunal, the intervention of a management system of State (the traditional doctrine of Burford abstention), (12), but also to institutional investors by the defendant is an imperative of risk management. (13) When the agency in question have comported actions of this command, let us ask the federal courts, their colleagues to determine the state to the Agency the responsibility of leaders in a “common law” process.

The analysis begins in Part I, taken on the arguments Burford abstention in which Marisol. In Part II, we turn to the application of the doctrine of abstention institutional reform litigation in general and, in particular, Marisol. Parts III and IV, we have lessons to justify this abstention because of federalism and professionalism of public administration. In Part V, we propose a test of the Confederation, judges can decide whether it is appropriate to include the voice of institutional reform litigation. In Part II, we lead the basis of this test w command our responsibility to the conduct of forces - the history of mentality, the concept of responsibility within the public administration.

I. abstention in Marisol A. V. GIULIANI

In Marisol V. A. Giuliani, the Federal District Court dismissed the childhood Agency invites the Tribunal movement of the vote to include the doctrine of Burford abstention. The Burford doctrine allows a federal court on jurisdiction to avoid any conflict with a state of internal management. The Authority has argued that the court could have been avoided interfering in the policies of care for children in New York City. (14) The Agency says that Burford abstention was good, because “a conflict that prevails Federal, [New York], administration system and the service sector of childcare is an area of great concern the State . “(15) The Court rejected this request, arguing that Burford abstention was not reasonable. In the opinion of the Court of Justice, he did not invite the court to disrupt or modify the actions under - causes of the Agency. Instead, the Court is founded, the complainant, the Tribunal had an agency to ensure compliance with administrative rules and legal. (16)

The court acknowledged that the doctrine Burford was to keep the federal courts obstacles efforts by the State for development, its effects and implementation of public policies. (17) Although the Court agreed that child care is one of the key areas of concern of the state, the court denied the vote because he asked the Tribunal to d ‘ ensure agency compliance with the administrative rules and legal. (18), we do not agree. What he had asked?

He argues that Marisol New York’s Child Welfare Agency had handled his case, the error in violation of the federal state and federal constitutions and statutes country’s authorities, public administrations and administrative. He asked Unterlassungs declaratory relief and humanitarian organizations. (19) In addition, he requested that the Court appoints a receiver for the supervision of a court order, the restructuring of children and ensure that the Agency, compliance with all applicable laws. (20) This release was sought draconian against an agency that Mayor Giuliani has recently restructured. (21) There is no path could be plausible, the Tribunal to “ensure agency compliance with the administrative rules and legal” (22), without interfering with the regime, embodied by the new ACS itself, Mayor Giuliani had - a regime that can not demonstrate their potential for effective management childhood. One of the accused “describes the experts slightly misunderstood the context in which ACS-functions:

Couple honored at the opening of the homeland of five children.

The five of them exchanged glances in the living room between them and sometimes with a visitor who has just recently had an evening in southern Tulsa their home.A semi-deflated balloon retained three degrees-schoolers busy. The 2-year chewing a strawberry Pop-Tart, and the youth was in a book.

It was much more than if all children have to live with his adoptive parents, Cindy and Dayne Weierbach.

Allie, 15, was only 8 and his grandmother, his guardian, was dying.

Abigail, 2, arrived two years ago, shortly after she was born with a large quantity of cocaine in their system.

Celebrity adoptions in Africa unfortunate.

Fathomable Is it that someone can fly from one African country to Europe or the USA, the pick-and-adoption of a child of the election in a more ‘ a week? A week ago, the pop singer Madonna flew to Malawi to adopt a hasty getaway whose procedures have been widely disseminated by increasing condemnation worldwide. So what are the motivations behind the trend that emerged from celebrities and their Gig in Africa? Malawi is a country densely populated south-east of Africa with low incomes, poor access to medication or education and greater prevalence of HIV / AIDS. According to UN estimates of 2005, life expectancy in Malawi is less than 40 years.

Court of Appeals to determine the fate Oklahoma antigay adoption law

In documents of the cases before the courts, Lambda Legal on Tuesday invited the U.S. Court of Appeals reaffirmed a lower court decided that the adoption Oklahoma’s antigay Invalidation of the law is unconstitutional. The law, passed quickly at the end of the 2004 legislative session in Oklahoma, Oklahoma stipulates that “do not recognize the adoption of more than one person of same sex from any other state or foreign jurisdiction.”"It is dangerous and outrageous that state officials try to jeopardize the safety and well-being of children in Oklahoma, Ken Upton, leaders Lambda Legal lawyer’s South Central Regional Office of Management and the lawyer is the case, said in a press release. “Adoption Invalidation of the law threatens the welfare of children and their parents, because it prohibits state employees such as police, officials health care and children of officials making these families, and it is not even consider, to protect these children, If the State separates the relationship between mother and child “.

U.S. District Robin Cauthron wrote the judge in his ruling, “The mere fact that adoptions have taken place, it sure sign that a court has found that adoptions are in the best interest of children …. To try now A child gangs by one of its parents or their seems far from the objective of the statute and, therefore, accused of “government asserts that important objective.”

The law has been argued that the Constitution of Lambda Legal, on the basis of the U.S. Constitution guarantees the same protection, the right to travel, and due process, and the mandates of the full faith and credit clause.

The lower court decided that the statute had voted against the Constitution by singling out a certain group of people to discriminate and confirmed Lambda Legal all other claims, except that the right to travel.

Governor of the election of candidates to take different views on the lottery.

If the Democrats election ballot in the polls September 17, they are choosing between two candidates, a state lottery as a means to finance the increase of school, but have very different views on how to pass such a program can also be.Senator Brad Henry, D-Shawnee, has been trying for lottery for a voice almost three years. Admittedly, he had returned from a legislative referendum last meeting because of lack of support from his colleagues, he still wants to Oklahoma’s 38 states and the District of Columbia behaviour participation in lotteries or games such as Multi State Power-ball.

“There is a good and a bad track way for a lottery to generate revenue,” he said Wednesday. “If we follow with countries that have made the right track, that these countries have seen is not only stable revenue lotteries, but the increase in revenue from lotteries, which generally exceeds inflation. ”

The key to the successful conduct of a lottery are flexibility and innovation in style online gaming computers and access authorizing membership in a Power-ball, the type of game with other states , “He said.

“The nice thing about other words, we have a lot at the end of an increase in revenue from the state,” said Henry.

It is also important to build in stages safeguard measures, he feels.

Henry’s law requires the authorities to the field of games a meeting open public control, quarterly audits, which have both a board and another body are mostly elected officials to determine how lottery products will be distributed.

The measure would require that lottery revenues go to education, and that the legislature does not reduce, others by the additional revenue from money from lottery tickets.

“They must be able, a source of stable income and even an increase in revenue,” he said. “And that experience in countries that have done so, the nature and manner.

Informed that his opponent in the second round, Vince Orza gastronome, said that he and Gary Richardson independent candidates are “overpromising” when it comes to revenue figures lottery, he believes, Henry took a seat.

“It shows his lack of depth of understanding of the issue,” said Henry. “He made some remarks on education in general, but not to speak of specificity. He spent nearly three years with this issue. ”

For one thing the senator added that not all revenue would come Oklahoma players.

“This is simply not the case,” he said. “A large portion of government revenue.”

With the exception of Arkansas, Oklahoma, each State proposes a lottery.

Well, “said Henry, Oklahomans cross in these countries to play their games. He believes the opposite is the case if Oklahoma has offered its own game with “a large pot.”

He drew attention to the small state of South Dakota, with a population of only 700000, which is capable of producing nearly $ 600 million in annual gross receipts lottery. Normally, he said, half of which goes in price, and between five and 10 percent for administration and commissions for trade.

“It is easy for him to rest and criticize,” said Henry de Orza. “It’s not really for the lottery. We have in the past, driving licence and candidates and politicians, that’s all they are doing, it should be criticized. My question to Mr. Orza would again very well, you do not like my plan to $ 300 million for education. Critique not my plan. You give us a concrete proposal and your plan on the table. It remains to be done.

Henry said that Orza is simply that the High-themes are the jobs and schools.

“He says he wants to build the best schools in America and in addition to paying our teachers,” said Henry. “But it is too dire Oklahoman one, as it will pay for it. He did not reply. At least, I have a proposal, is not just any kind of a pie-in-the-sky proposal. There is enough evidence outside among the 39 other state lotteries, sponsored around the nation. ”

Henry was asked if Oklahoma’s tribal significant presence could work against a successful national lottery company. Under federal law, if a State authorized to designate a certain type of game, the State must be negotiations with the applicant tribes, provide the same type of games.

“It’s another misunderstanding,” said Henry of those who fear that the tribe-siphon lotteries, revenue from a State party. “Firstly, there are also other States, a large number of tribal communities, which operate successfully lotteries.

He mentioned Arizona and New Mexico as examples.

“It is an argument of the naysayers, the opponents of the law, as to criticize, but no solutions,” he added. “Secondly, the law of the interpretation of India Gaming Regulatory Act is very, very clear. It is very specific. The courts are very rigid in their interpretation. Tribes are only allowed to participate to individuals in the form of games, which is authorized by the state. ”

Oklahoma’s adoption of a law on lotteries would not expose the state to open wide-tribe casino gambling, he said.

The strengthening of adoption.

Adoption, usually brings a joy of life for adopted children and their families. Some adoptions, but can lead to what families considerable problems. A recent conference on the adoption of research and reviewing the law and order, both the strengths and weaknesses of the adoption and provided a glimpse of how the process could be strengthened. The acceptance has long been a solution for the noble a serious problem. Most adoptions, especially young children, are quite successful. But behind the doors of homes of adoptive parents, things are not always as easily as planned.

Sometimes, the inclusion of an adopted child caused disruptions in the collection and the budget. Adopted children are more often than their brothers and sisters suffer nonadopted psychological, behavioral and academic problems. When they get older, the evolution of ambivalent feelings about the adoption that may cause emotional conflicts.

Others pay a price emotionally as well. Some children, who are generally older and with emotional or physical problems, are never, rather than spending childhood and adolescence, through a body to another. And among mothers of birth of children, a group that was recently a large number sometimes suffer emotional and physical problems that arose in last place throughout their lives.

“The adoption raises a host of new problems within the family, which do not exist in nonadoptive families,” said Jeffrey Haugaard, an assistant professor of human development and family studies and organizer of a long day conference on the adoption of research on campus in October.

The conference was encouraged by the college’s Department of Human Development and Family Studies, Bronfenbrenner Life Course Center and Family Life Development Center. The 100 participants or contain social workers, politicians, judges, academics and a number of adoptive parents. Haugaard and five other stakeholders on their research on various aspects of the adoption and impact of the decree on the different actors in the adoption process. In addition, ideas such as law and order could be adapted in order to strengthen the process.

Consideration of the adoption of results

Richard Barth, University of California at Berkeley, described the preliminary results of its longitudinal study on how the size and structure of adoptive families influence on the results of the adoption. Although the project is not yet complete, Barth is already found that factors such as the number of adopted children at home, the number of birth of children in the house, and the age of adopted, if the home can be hired for the adaptation of adopted children.

David Brodzinsky of Rutgers University described his ongoing research on how children for adoption. Previous studies have shown that adopted children are exposed to a higher risk than children after the birth of a large number of behavioural disorders, emotional and academic problems. They have also shown that these problems seem less common among adopted children, while children’s or begin shortly thereafter, but significantly increase as the adoption of the age increases. Brodzinski seeks to children’s age, as well as parameters, beliefs and understanding of adoption, to determine how these factors affect their adaptation to acceptance.

Special Needs Children - older children, brothers and sisters, children and physical or emotional - are a particular challenge for adoptive families, James Rosenthal, University of Oklahoma, discussed its ongoing work of special needs adoptions. He pointed out that previous studies have shown that the special needs adoptions are generally positive. His project is attempting to identify factors for success.

If the projects are completed, the results may be useful for professionals in the adoption of predicting the success of assumptions based on family structure and characteristics of adopted children. You can also help families realize in advance on specific problems, they can be adopted with their children.

Our tense Foster Care System

Rosemary Avery, a professor of economics and consumers in the apartment College of Human Ecology, discussed the care of their studies of children. She pointed out that the number of children in the USA, 50 per cent between 1986 and 1991. The biggest gains occurred is not surprising that in California, New York, Illinois, Michigan and Texas, the nation’s largest urban population.

“The characteristics of children in the system have changed,” she said. “First, they are entering an age of increasingly young. A New York in 1989, for example, 27 per cent of children in promoting care system were aged under one year. They also come more and more of a parent - families. Eighty per cent of children in the system, California in 1990, only one parent. ”

Avery also found significant differences in the length of different children spend Foster Care, before being adopted. The stay longer experience of African American children, followed by urban children, children with emotional, behavioral or health problems, and children are in the apartment of the family. Hence the return of their parents, 33 percent are eventually returned to the promotion of care.

“More work needs to be done on the promotion of care and adoption,” she said. “Adoption of kinship adoption and sisters, both of which can be very beneficial for adopted children need special attention . In addition, promoting care subsidies should be increased. As it looks now, subsidies on some 70 percent of the costs of a child. ”

The fate of the birth of the mother

For years, the birth mother was an overlooked factor in adoption. Anne Brodzinski, a psychologist, a private practice in New Jersey, came to this conclusion on the experience of some of their patients. He inspired view in the exhibition.

“The birth mothers mourning terrible,” she says to the public. “They suffer from nostalgia and intense pain. Many setbacks on the experience of pregnancy, childbirth and the period of separation. These can lead to emotional trauma and even gynaecological problems. Sometimes, degree of desperation, to continue to increase over the years. ”

Brodzinski of the study of the birth of 214 mothers showed that a considerable number of experienced depression after their infants and 6 percent fell into severe depressions. Many experts have a sense, has no control over their lives. She also noted that the oppressed people, their memories of pregnancy suffered a high level of grief and depression.

For young pregnant women, decisions on adoption, Brodzinski asked council and strengthening the close involvement of family members, including the child’s father.

New Florida childhood to the head had spent in Oklahoma.

If Dir Florida Jeb Bush appointed a judge Broward with a fervor for reform to overcome the Florida Agency severely damaged childhood, he promised the establishment of a system he had other politicians in the field of ruins.”It’s not like I want to see my state,” he said.

The year 1999 was, and Florida 36 ranking among the 50 countries for key indicators of children’s rights welfare.

Ranked Oklahoma 40. Its Secretary Health & Human Services, at the time, Jerry Regier, the Bush team opened last week to head Florida’s Department of Children and Families.

While Florida has its path until the ranking of countries Annie E. Casey Foundation, an independent charity “Children of the group, Oklahoma has decreased.

Indeed, from the year 1997, as Regier Oklahoma was named Secretary General of the HHS until 1999, the latest date for which data are available, the State Oklahoma has Ranking 38 to 40. In early 1990, Oklahoma was ranked 37 times higher than

Although Florida’s ranking remained the same over the past three years by years `90, to improve the state from 43 during 1990.

“Florida, on the decade of 90 years, has a better improvement in the national rankings than any other state in the nation,” said Jack Levine, president of the Center for Florida’s Children, which assists the dissemination of information collected by the Casey Foundation. “Oklahoma, on the contrary, the point has to come to 99, if it had its lowest ranking of the decade, 40.

Bad luck Oklahoma is a standard for emulation, “said Levine.

Regier could not be reached Saturday to comment about his record as head of HHS.

Bush campaigns in Key West, Florida, Saturday, with his wife, refuses to comment on how Casey reports.

“We have doubled the budget for DCF in the past four years, we have lowered caseloads adoptions occur more quickly and _ despite the tragedies that unfold. These are facts which are not enough, “said the governor.

He reiterated that it is his election as Regier lead DCF.

Since Bush announced the appointment Thursday, Regier was hinweggefegt in a fire tower. The criticism has generally focused on the views Regier: an essay, bears his name condones Spanking the effect that “blue or World,” decries homosexuality and abortion and reaffirmed that women can not work outside the house.

Regier has since distances of some of these viewpoints, he said that he did not write his essay, and that is not reflect his beliefs.

His record in Oklahoma, but has little control.

In almost all indicators of the health and well-being of children, Florida, Oklahoma better than discs.

According to Casey, the state of Florida for the classification of infant mortality has improved from 1997 to 1999, 34 31. At the same time, Oklahoma’s ranking rose from 30 to 43 _ Most slopes filing of any State.

Florida’s ranking of death among children has improved from 36 in 1997 to 34 in 1999, Oklahoma’s ranking for the same indicator for the well-being also improved slightly, from 44 to 43.

In 1997, Oklahoma Dir Frank Keating Regier appointed Secretary to the Cabinet for HHS and the director of the Oklahoma Department of Health. As secretary of the Cabinet, Regier monitored 13 public bodies, including the most important was the Department of Human Services, the State child welfare agency.

Prior to the appointment of secretary of health and Cabinet director, Regier monitored for a period of five years, the State Office of Juvenile abroad.

(Dir.: BEGIN OPTIONAL TRIM)

Jon Trzcinski was director of Regier’s qualitätssichernde unity in the criminal jurisdiction of minors and the agency is now retired. It is now an adviser childhood, and as part of a contract in Florida during the last year, protection of youth and local agencies. He described the Oklahoma’s Child Welfare agency this way: “We’re not very good.

“We have here a system that has come to accuse someone,” said Trzcinski. “It has many holes. It is better, as it was 20 years ago. This is the only praise I can think of.”

(END OPTIONAL TRIM)

George A. Miller, retired in 1998 as director of the Oklahoma Department of Human Services, acknowledged the agency has never been a national model, even though it has improved significantly since the 1980’s. “We’ve been inundated with well-being of the child,” said Miller. “It was overwhelming, and very difficult to get qualified people. There was a quantity of roasting.

Miller said Regier exercised very little direct influence on the activities of its division, although he probably exercised more influence behind the scenes. “I’m sure he had a lot of communication with members of my board. He never communicate with me,” said Miller.

A compendium of statistics professor at University of California at Los Angeles, which uses federal data, also shows, Oklahoma, is behind or on the heart and kidneys of Florida, several government measures childhood.

For example, with 1999 data, 32 percent of children in Florida remained in state care for two years or more, 30 percent of children of Oklahoma were in the care that long. The same year, about 5 percent of children return to Florida for the promotion of care after leaving the system, compared to about 17 percent of Oklahoma children

The textbook adoption measurable

Frank Wang knew he was green in the world of textbook publishing. “A few days after my thesis defended WITH literally, I received in my Honda and Oklahoma began to drive,” he said. A Top-Saxon place to publishers, where Wang had helped since High School, expected in the course of this spring 1991.

A few months later, Wang learned how it was green when he was part of a surprise is not far from his homeland Oklahoma. He made his way through the balloons and streamer on the cake, cut, where he received an earful protzigen on the restaurant, where guests were dining that night.

The only surprise was on him.

“I went with the books. I do not have with all the accessories. I did not gifts,” said Wang, the first excursion in the manual adoption. The company that produces books on mathematics is based on the practice continues and incremental development, was created by John Saxon, a decorated veteran of combat against a strong vision that is not for everyone’s Catering needs, with the exception of its own.

Nearly check books this month in Oklahoma was adopted unanimously. Saxon, meanwhile, has received a total of N-members, whose name remains on Echo Wang’s ears. (It was probably not help, he discovered later that John Saxon said during a speech the day before each committee on adoption was an idiot.)

Flash us 1994 in Georgia, where Saxony, had some leaders of games in the manual assessment process. During the period of public consultation - a position normally short time allotted and the agenda did not need - 22 administrators and teachers sang Saxon welcomes approximately two and a half-hour.

Meanwhile, President and CEO, Wang was before the committee, and he said, was grilled minutes on subjects such as mathematics, what concrete problems in Saxony books are open. After some back and forth, where the chairman of the committee do not appear to be met, Wang asked: “Are there any problems on how much of Froot Loops, it is intended to cover the stick?”

The committee later approved the definition of Saxony. “It’s really when I started to recognize that the adoption process, it is not a question of results,” said Wang. “I do not believe that all [members] ask if the program actually works in the classroom or not.” Instead, it is necessary to “play the game, the game of politics, kissing the right rear.”

Adoption Roots

Manuel adoption of systems that elects a committee or a reference, books and other teaching materials local nuclear reach the classroom, are practiced in up to 22 countries (as the case, if you have any questions). In the era of reconstruction, the adoption takes place mainly in the south and west.

“If the process, it is broken by a number of fronts,” said Justin Torres, Research Director at Fordham Institute, the report released The Mad, Mad World Book of the text adopted by September. “It promotes unhealthy accumulation of power and influence on the market a few publishers. Étouffe innovation …. It represents the whole process in the hands of groups marginalized in the right and left. This is not a healthy mode of decision making on materials. ”

Diane Ravitch, the report by the author and co-author of The Language Police. How to limit lobbyists, what students learn (Alfred A. Knopf, 2003), said: “We have this process … it is archaic and obsolete, that the causes of textbooks to look like peas in a pod, which hesitate Competition, which dumbs down the materials. ”

Admittedly, this is not a lot of people held with the system reform on the mind of man are certainly talking about textbooks and by the measures taken to improve (or nixing) adoptions. Here, where she managed.

The revision of criticism

An argument for the adoption of the manual is to help the charging time on the evaluation of teaching in hard materials educators at the local level. But these are the criticisms?

“They are lay people, and they also have many books to ensure they do not have time to do so thoroughly,” said Ravitch. Books are often evaluated by the quality of binding or something else that is relevant. ”

The hunt for these criticisms is not an easy task, given that most of them remain anonymous. “It is not considered each of these books. They do not know if they were examined. They do not know where came scores of the state,” said William J. Bennetta, president of the league textbook, which has published about 350 reviews of books and other teaching materials since 1989.

In California, where TTL based Bennetta indicates that rate evaluations lift the state of a fiscal framework content mentioned, but I am not certain pages or features of the book. “There is no evidence to actually never seen someone in the book,” he says. If critics remain anonymous, there is no responsibility for their actions.

But Thomas Adams, director of the État’s Department of Education curriculum framework / Division of learning resources, he sees another way. Should be considered districts to verify the materials themselves to make purchasing decisions, he said, adding that the adoption details were compared report, because more detail was used illegally for purposes commercial.

The financial costs of adoption of charge for families.

Five years ago, Ronald and Marie Weltzheimer - nor a child after 11 years marriage - concerned that the adoption was beyond their financial reach.Since then, the couple Edmond have adopted three children, with a total cost of over $ 30000. And they are not indebted.

“If Mary and I am married for the first time, we had some financial struggles,” said Fred Weltzheimer. “We decided that we in real terms soon as one of the things we wanted was to debts. While the first two or three years we have all our debts fact - with the exception of the house - and we paid for the entire bar da “.

This meant the payment of $ 10000 to adopt, whose eldest son, Jordan, and more to adopt her two youngest children, Jonah and Jacqlyn, two in South Korea.

Without the support of their pastor, contributed to the adoption of Jordan fall an Alaskan woman who could still Weltzheimers whether they provide real adoption. However, because it survives without the adoption of a financial crisis, she felt confident enough to attend two hours later, more expensive, international adoptions, which is the Jordan, now 5, a younger brother and sister.

All this requires planning - and it was not easy.

“Sometimes, that means less driving (with) the car that what you think you want,” said Fred Weltzheimer. “And the third hypothesis quite dehydrated all our economies.”

They are now Weltzheimers rebuilding their economies and preparation on the long-term costs with a financing plan. Your financial advisors, Melinda Olbert American Express Financial Services, recommends that other couples - also taking into account the adoption - the beginning of their financial plan now.

Indeed, Olbert has contributed nearly a dozen adoptive parents Schneider financial plans.

“The adoption costs more money than most people think,” said Olbert. “And when a child is available, there is often very little evidence. You should voluntarily provide the money is not tied to the stock exchange. I recommend a relatively safe and easily accessible vehicle, like a money market. ”

At the same time, Olbert warns strongly against the creation of 401 (k) retirement accounts or credit cards to finance an adoption. The first option, she says, eats away in retirement savings, which are also compounding. The second, “she said, led to important - and sometimes unmanageable - debts, high interest rates.

For those who can not afford to pay cash, instead Olbert recommends home tax-deductible as loans or acceptance of grants.

Dillon International Inc., Tulsa non-profit organization that supports both foreign Weltzheimers with its adoption, the adoption of two donations. Both are subsidies on the basis of financial need.

Linda’s Fund provides financial assistance for couples to adopt babies China. The building offers grants fund families over $ 2000 for couples adopt babies each of the seven countries who are in partnerships with Dillon International.

Dillon gives Intercountry Adoption in China, Guatemala, Haiti, India, Korea, Russia and Ukraine. Adoption costs range from $ 8850 for a baby to Haiti to $ 21300 for a child from Russia. Home studies and post-placement reports, which are necessary for an additional cost of $ 2100.

These costs, many of which are beyond the control Dillon, can sometimes seem staggering - until it is to be placed in perspective, “said Cindy Davison, Director of Public Relations.

“I had a client who once said:” move man, that a lot of money to buy a car. But it involved spending there is still a lot of money to invest in a child’s life. “I’ve never forgotten that,” said Davison.

Adoptions at home can be expensive, as well - and, indeed, often more expensive than international. Virginia Frank, an Oklahoma City lawyer, specializes in domestic adoptions, it offers a “conservative” estimate of $ 15000 $ 20000 as the price for a typical adoption to the USA came into force.

However, this number may increase considerably higher, Frank said, if couples expensive to keep agencies or lawyers. As a member of the American Academy of Adoption Attorneys, said Frank, it is highly regulated and taxes, fees schedule as if the total cost of $ 3500 by the adoption in force. Some lawyers are often much more load up to $ 10500, she said.

Frank recommends that prospective adoptive parents interview a number of lawyers and agencies.

“There is a general rule, an inscription on a waiting list,” she said. “I never recommend the payment of a deposit of $ 10000 and waits on a single list. You must all agencies and lawyers. So you should also many eggs in many baskets as possible without you.”

Frank asks a fee of $ 150.

Whoever chooses a road, it is likely require careful planning - and a lot of money, said Olbert. But those who tend to adopt planners and investors of the nature, “she said.

“The type couples who want to go through all planners are also good,” she says.

And it is well worth the planning, when a baby finally arrives, “said Davison.

“If families have the opportunity, security planning,” she says, “that a lot of stress related to the adoption, to enable them to the joy on the trip and the arrival of their child . “

Oklahoma regulators plan own set of rules.

The Oklahoma Corporation Commission began the process of repair of emergency Friday to post rules of the ban on communication with companies involved in judicial cases rejection rate similar rules proposed by State Attorney General. The Commission has approved three members at the beginning of a process of introducing new rules for the ex-parte de la communication at the insistence of Attorney General Drew Edmondson.

“Due to the request of Attorney General for immediate implementation of the provisions with regard to the ex-parte communication to the issues currently pending at the Commission, emergency, the Commission to consider adoption these rules in an emergency, at the same time that their acceptance a permanent basis and Communication of the Commission, they say.
